Use caller RAM budgets for trusted finite campaign execution

Remove implicit routing, exact/indexed algebra and planning quotas from the finite campaign profile while preserving source identity and explicit opt-in limits. Separate checkpoint metadata permissions from bounded decoder allocations and actual resident-buffer accounting. Preserve old checkpoint continuation, portable scope validation, both campaign engines and all mathematical checks. Record the reproduced 64M refusal, successful exact transport, native/Python tests, byte-identical controls and the rank-five resume procedure.
