Separate candidate generation from independent certification

Persist exact candidate formulas and source provenance for certification without rediscovery. Expose Rust, CLI and Python surfaces and an explicitly experimental pointwise reducer. Validate K1/K3/K6 byte-identical artifacts, worker determinism and independent application safety.
