Allow configurable campaign RAM limits and resume overrides

Keep 500 GB as a default rather than an artificial maximum. Permit supervisor-only RAM overrides on resume while retaining the exact frozen native policy and executable. Preserve host/cgroup headroom and cooperative checkpoint guards; cover 700 GB admission, invalid limits and immutable restart policy with independently audited Python tests.
