Add opt-in partition-preserving checked rule alternatives Keep ordinary domain partitions and batch precedence while allowing uniformly applicable checked alternatives. Persist dispatch metadata in opt-in candidate v3 and retain exact v2 bytes without policies. Add native guard, descent, codec, cold-reinspection and checkpoint-binding regressions; record measured eligibility and unresolved whole-campaign performance gates.
