Add native rule inspection and isolate early case fragmentation

Expose bounded read-only candidate diagnostics through Rust, CLI and Python; retain native binary persistence and exact authority boundaries. Record matched owner interventions, the negative six-panel predictor, identical terminal keys, and the earlier rule/exception-tree divergence.
