add native exact disjunctive exceptional-case intersections

Retain complete OR-of-AND case semantics through Symbolica factorization and joint ideal normalization, with shared input validation, original integer domains, atomic errors and phase counters. Independent audit,13 dedicated tests, all169 solver tests and workspace checking pass. Queue integration and full frontier validation remain separate next steps.
