Add dependency-safe aged LFU and native cache-record codec

Keep LRU defaults and exact arithmetic unchanged. Age LFU priorities without whole-cache scans, count genuine reuse and preserve protected dependencies. Frame completed coefficient maps and guards with native Symbolica state-aware bytes and exact artifact bindings. Focused optimized policy/observer and codec tests plus independent audits pass; disk-store and public preparation integration remain in progress.
