Optimize finite campaign workers, preparation and checkpoint hot paths

Remove temporary native resident-probe allocations, reuse bounded scoped workers safely across groups, and split work/resource wakeups. Add ordered parallel window materialization and operational controls while preserving both campaign engines and exact checkpoint continuation. Reuse immutable validation evidence, bound encoder-owned readability, accelerate exact digest membership and use Bincode sized-slice encoding for repeatable manifests. Record cleanup-inclusive phase timings, current resident counts, independent audits, exact output comparisons and bounded four-/five-loop pilots. Freeze a tested rank-six release without changing production campaigns.
