Expose native streamed generation and lazy artifact views

Share bounded native events and cooperative lifecycle control across Rust, Python and the optional HEPKit host. Keep coefficient decoding lazy and preserve standalone defaults. Validated optimized app/core/coordinator/GIL and actual extension regressions with independent audit.
