Record the precise Gluza33 order-screen results in the bilinear_general note

The precise pass finds O1 best for R++ and R-- (the earlier line quoted the
proxy screen), gives the best R-+ order, and adds the ordinary
local-projection estimate (about 1e10 cells) that explains why the strict
solve is out of reach for the current local engine.
