Fix `inherit_errexit` (#55)

`inherit_errexit` wasn’t being enabled in all the cases it should have
been. And the tests weren’t catching it.

This enables `inherit_errexit` whenever the shell supports it and makes
a number of changes around testing

- does a better job of not finding the wrong strict-mode.bash,
- generates test harness into more appropriate location,
- isolates strict-mode better in tests, and
- avoids issue with `patchShebangs`.
