Update `sync-template` (#53)

- `sync-template` now allows one to override the flake used for the
template, which allows
- `*-template-validity` checks to actually use `sync-template` instead
of re-implementing part it. That change exposed a bug where
- `sync-template` previously failed to include `strict-mode.bash` in its
path. And finally,
- `sync-template` now renames files and directories that are templated
with the project name.

This also works around an issue with validating the Haskell template.
