Various improvements to the Haskell template

- put the main library in the “core” directory, rather than the name of the
  package
- default to minimal bounds, let the `check-bounds` job do its work
- add support for GHC 9.12 and aarch64-linux on GitHub
- bump GitHub from `macos-14` to `macos-15`
- change the initial version to 0.0.1.0 (initial version adds everything, breaks
  nothing)
- change the initial copyright to 2025
- start with an empty license report
