Adjust the schedule for lock-file maintenance (#231)

Using `"* * * * *"` seems fine for many repos, but there are also some
for which that causes real chaos – new PRs as soon as the previous one
merges, ad infinitum.

This now switches between constant & weekly updates depending on the
root inputs for the flake. If it contains any root (non-`follows`)
inputs that aren’t whitelisted, it gets the more cautious weekly update.

This also sets the time zone, and adjusts Flaky’s own monthly updates
slightly.
