Restrict some GitHub settings to public repos

Private repositories on the “free” plan don’t get access to some features, like wikis nor branch
protection. These can break the Settings GitHub app, so Project Manager now
asserts (or warns) on a bad config. This makes sure Flaky projects don’t create
bad configs by default.

Also drops the assertion that `settings.repository.private` is set, because this
is now handled by Project Manager.
