ci: key the RPC venv cache on the resolved Python patch version

The venv cache was keyed off `python_version`, which is only the minor
version (3.12), but a venv is specific to the particular interpreter, so we
need (at least) the patch version (which recently jumped from 3.12.14 to
3.12.15, invalidating the cached venv).

This fixes the key to use the patch version.

The already-poisoned entries need no cleanup: they are keyed `py3.12`, which
nothing will request again.
