qa: make wallet.py's balance checks deterministic

`wallet.py` waited for `wallet_tip` and then asserted on a balance,
which is computed from `fully_synced_height`. Zallet lets those differ
by up to `sync.lock_threshold` blocks, so the assertions raced the scan
and carried a five-block tolerance to hide it; one run reported 43
coinbases at a tip of 101.

Waiting for the scan removes the race, and makes the expected balance
exact.
