Split the analysis into a separate package

‘core/’ is now the `recursion-analysis` library. The plugin moves to ‘plugin/’.

Exports are the minimum the plugin needs — `failOnRecursion`,
`formatRecursionRecord`, and the option types and parsers.

Nothing about using the plugin changes.
