Support for ghc 9.14.1

New point version 0.1.0.4

While here do a couple of other small things:
- Updates point releases for GHC branches being tested
- Small tweaks to Makefile
- Update stack.yaml to point at a newer stackage, which also updates the fourmolu/hlint/weeder
- Update hlint config for newer version
- Update CI configuration
