Make the GitHub Settings config stricter (#208)

This module has been very frustrating. The app fails silently if it’s
given a configuration that isn’t valid, and it only supports a subset of
GitHub settings, so it’s easy to add a field that you don’t realize
isn’t supported.

There are still holes here, but it does a much better job of catching
invalid configurations at evaluation time now.
