Reload the development server when data/config.yaml changes (#7)

Air now reloads the development server when `data/config.yaml` changes. Previously, Air excluded the entire `data` directory. The explicit file include does not enable reloads for other YAML files.

## Verification

- An Air smoke test confirmed that editing `data/config.yaml` restarts the server and editing another YAML file does not.
- `dev-scripts/build-all-flake-targets` and `nix flake check` passed.
- `nix build .#go-tests`, `dev-scripts/run-go-tests`, and the pre-commit checks passed using the pinned Nix toolchain.
