Update Litestream command usage for 0.5

Use Litestream 0.5 commands in scripts that interact with backups.

Replace the old snapshots listing command with ltx at snapshot level, use one-shot forced snapshot replication for prod uploads, and create restore parent directories before invoking Litestream.
