Update Litestream to 0.5.11

Upgrade the Nix and Docker Litestream pins from 0.3.13 to 0.5.11.

Migrate litestream.yml to the v0.5 configuration shape by replacing the deprecated replicas array with replica and moving snapshot and validation settings to top-level blocks.
