Read S3 config from environment

Use S3_* environment variables instead of a config file so S3 setup matches the production env-var pattern used for SMTP credentials. Remove the --s3-config flag from app, importer, Docker, and dev workflows so there is one S3 configuration path.

Document the media bucket variables in .env.example so local and production environments expose the required values consistently.
