algorithms, native inspection, inputs, systems and literature; 4 strategies;
12 skeptic votes; synthesis; 32-point completeness critique and revision).
Waves W0 (intel, oracles, harnesses, work-volume bounds) to W5 (iterate until
dry, rehearse, launch), each gated by <= 1 h pilots; decisions D1-D8 for the
owner at the end of W0; launch criteria (A)-(G).
