add current package quickstarts

User request: in a new change, introduce quickstarts for all packages/products that can have them. Essentially the most up to date way of getting started and a small example usecase. The most important for this is the gammaloop itselft and the symbolica community packages. Note that we will also merge the release-automation, so that we will be able to cargo install (and maybe binstall) the cli etc..
