checkpoint: raised-energy UV/CFF handoff (not green)

Preserve the current generalized-CFF, raised-energy, direct-local-3D,
projected-local-4D, UV-profile, and acceptance-test implementation for a
traceable handoff. Remove temporary diagnostic machinery and include the full
handoff package under HANDOFF_REMOVE_FOR_PR; that directory must be deleted
before the eventual merge-ready PR.

Curated test status (warnings denied): 1,937 passed, 29 failed, and 1 timed out
across all 1,967 selected tests. The primary just test_gammaloop run reached
nextest's failure cap after 1,955 tests; an exact residual run classified all
12 withheld tests (11 passed, 1 failed). All four DDx/TTx NLO acceptances in
that residual set passed.
